Are we done yet?
Even after fully instrumented CAVWAYs are populated by fully automated CAVs, our proposed CAV Systems will not address all passenger-vehicle travel issues, much less all roadway transportation issues. Current freeways and highways will continue to serve automobiles with drivers, motorcycles, trucks, and service vehicles of many types. Cohabitation Two issues arise from this cohabitation between CAVWAYs and uncontrolled spaces: resource allocation; and interfaces. Many CAVWAYs will be allocated from existing right-of-way; however, faith in Davius need not blind us to the fact that such allocation, prior to achieving a critical mass of CAVs to use them, will be a public-sector challenge. During and after transition, uncontrolled space will be separate from (controlled) CAVWAYs. |
After achieving full automation, a fight for survival will face CAV Systems. There will be financing costs (bonds?) to service and operations costs to pay. While income is expected to come from user fees, it will take time to grow certified CAV populations to critical mass, numbers that can move CAV Systems from money losers to money makers. Once the survival bridge has been crossed, CAV Systems are expected to enter a growth phase where user fees can stabilize and system upgrades become affordable.
