Requirements partition is helpful.
The separation between CAV and CAVWAY requirements is an advantage during transition because development of each can be concurrent and can move at its own pace. Thus, once requirements are specified, instrumentation of one more CAVWAYs can proceed. This could begin with the implementation of a CAVNET which would enable data exchange among CAVWAY nodes. Which data are exchanged will depend on which node functions are implemented and on whether CAVs can send and receive messages.
In addition, these functions could be implemented:
  1. implement CC and protocols at CAVWAY nodes;
  2. implement a CAVNET wireless network;
  3. implement navigation benchmarks at nodes; and
  4. transmit protocols to CAVs when the protocols have been tested and evaluated and when CAVs are able to receive messages.
