Reuse

Within the environmental community, reuse (the noun) is a key value. Davius has made clear that he holds that value and that CAV-System developers are part of that community through his second commandment (at right).
Given the extent to which states like California have already procured and developed right-of-way, starting over to acquire new routes would be wasteful. That said, CAVWAYs will eventually be extended to other roads, public and private.

Some people have been known to attribute the phrase, "reuse it or lose it" to Davius. This has never been verified and there is reason to doubt that it's true; for one thing, Roman gods are notoriously weak at humor.
